In Israel as a mostly warm country the needs for a gable or pitched roofs are not necessary therefore the design for the roofs has always stayed flat. for many years the the roof tops has regarded as the "backyard" of the building to facilitate only the building's heating systems and service for the building systems. As a need for alternative spaces than of a the public spaces in a dense city, the use of the flat rooftops for gardens, shared places and social events has grew and became in many case an alternative for public and shared activities on the street level. the phenomenon has evolved so much that in some periods of the year had substitute  a significant amount of the street activity. Such period of extreme use of it is the independence day of Israel in which a rare phenomenon can be seen as continous celebration among dozens of near rooftops.
