A necessity for emergency and a striving ground in daily life, In Israel a shelter has unfortunately became a mandatory place for all citizens it has many forms, some are in each apartment ,some are shared for the building and some are public. The public shelters are given many public forms to provide additional facilities in daily life. Such  facilities are Libraries, rehearsal  studios, Galleries, Artists studios, after school programs, youth centers and many more and are held  an additional value to an unwanted necessity.
